[EAP 606] Telemetry view

At the moment the telemetry view is always shown even if it is not usable. I'll describe my scenario to clarify this
- I start my app under jdk 1.4.2 from idea with the start profiler UI option on
- The UI comes up and is connected to my application
- I also see the telemetry view, but since this is only available on jdk 5+ it looks kind of dead.
It would be nice if the UI detected that telemetry data is not available and then either mark the telemetry view as unavailable (i.e. grayed out or something) or not create it at all.
I realize this is only the first release of the telemetry stuff, just wanted to get some early feedback in

Thank you very much for reporting this problem. It's a bug and it will be fixed in the next build.
